Gidday Sea Dog, take it back to place of purchase, same happened to me maybe 6 - 8 months ago. Purchased it just before closing time, got it home, tried the handle swap over thing (must try every trick that it does on the first night), couldn't get the handle onto the right side, it looks like it should go in, absolutely drove me nuts until the shop opened the next day.
There is a dud batch of these on the market, either that or it is the same one going around all the shops.
TSS handles have 2 threads on them. Yours only has one. The smooth bit below the thread, should also be threaded. Have a look at the difference between the right and left side of the reel. You will see that the right side's thread starts further down the main gear shaft, however your handle don't have the smaller thread on it to fit in it.
There was a bad set of TSS4's that were distributed a while back that as someone else has mentioned were missing one of the sets of threads on the handle. There were quite a lot of these so just take it back to the place you bought it and tell them about it so they can get you a new one from shimano, shimano is well aware of this problem. I would think that the reel has been sitting at you local for a few months now and was part of the original bad batch.
I ended up getting a Diawa Sealine - X 50SHV overhead with a retrieve rate of 6.1:1
Rated up to 50 Lb x 200M or 30 Lb x 320M.
I spooled it with 500M of 20Lb with still a bit of room to spare for maybe a topshot of braid.
It may make the TSS4 a bit reduntant except for lightweight slugs.
Time to go and read "Bush 'n Beach" that I also picked up there.
