check with local shire in the areas you wish to travel they should be able to help with both problems also try the national parks offices . but take 2 4wd's as driving on the beach may not be as easy down there as it looks . found one spot south of ballina broadwater national park I think its called head south along the hiway and it's the target area of the airforce. you can get on the beach there and go to iluka . but watch the tides .

Check with the local council office. I'm pretty sure you need to be resident of the area and that the permits are only provided annually. But I would still check with them.
