    Change to BoM reporting

    There has been a subtle change to the weather beaureas format.

    Under the following page, which is the page for Boating weather forecasts, they have issued the time of the report in " UTC " time instead of EST.

    What this means is that the "UTC" time is the same as Grennich Mean Time. so to figure about when the report was made. Add 10 hours to the time listed.

    Don't know why they do this, but ???

    I don't see anything in that particluar report that indicates the actual "issue time" is UTC at all. The issue time looks ok but some of the wind observation times are headed UTC (and actually appear to be UTC).

    Don't know wht that would mix "different" time formats either.
