Buyback scheme

What if David Kemp and Peter Beattie got together and introduced a boat and fishing gear buyback scheme for displaced Recreational Fishers.
They could model the scheme on the latest handgun buyback scheme and have a mobile buyback Team consisting of a crusher similar to the ones used to crush wrecked vehicles to crush the newly boughtback boats and they could use the existing choppers and crushers used to destroy handguns to destroy the surrendered fishing tackle. They could also bring along a mobile furnace to destroy the misc, tackle ie soft plastics etc.
This scheme could be funded from the tourist and dive industry ( a new levy per passenger, diver) and the WWF and Dumbocrat Party, Greens and of course GBRMPA and any other mob wanting the reef covered in green zones. I'm sure David Attenborough and his cronies would chip in. Bugga I nearly forgot "Jockey", he would surely pay?
