Best bet is to contact your local VMR. Most of them run fairly regular radio courses.

Further, I have never heard of anyone being ' booked ' for using one without a Licence. That's not to say I condone flauting the Law.

As stated above, most VMR's run licence courses. Small price to pay for the info you gain. Not only Radio operating proceedures, but all sorts of other info gets thrown in as well.
