BoM forecasts - what does "average" mean?

Noticed last weekend the BoM forecasts were using the word "average", as in "averaging 15 knots".
I don't recall seeing this before.
    What would your interpretation be?
10kn half the time and 20kn the other half? Or steady around 15kn?

It might be their new word for ''I DON'T HAVE A CLUE. CAN ANYONE HELP US?"

I reckon they were covering there ar$e a bit over the crissy hollidays and forcasting a bit higher than what they thought wich stopped me from going fishing a few times > >

    Just my thoughts anyhow

I took it to mean consistent 15's all day.

It did seem odd though, I hadn't seen them write it up that way before either

In the same way whenever I see "Mostly Fine" I think that's an each way bet that says if it rains then nobody can criticize the weather man, but they have no idea wich way the weather will turn.

average would be the "overall" wind speed for the amount of times it would be measured during the day

if the wind was 5 knots in the morning...and 20 knots in the arvo...and was measured twice...

          the average
          wind speed is 12.5knots

the more times the wind speed is measured...the better the average..and the closer to the REAL wind speed it will be

even if wind gusts are 40% more at times..(as quoted by BOM)..the speed can still go as high as 30 knots..and still average 15

the wind can drop out altogether..and still average 15...if you get gusts of 30 knots within the measurement time..and its only measured twice

          ok...im going cross eyed

Could also mean "based on yesterdays results and tomorrows forecast, averaged out because we havent looked outside yet"
