I strongly dissagree with the restriction on the under 12's. Over Easter we did a bit of drifting for Whiting and by the third day the lifejacket was back in the front of the boat. My 10 yo daughter is a stronger swimmer than most adults (Swim club etc) and has grown up around boats all her life. If the boys in blue turn up I can throw her over the side and tell her to swim to shore. There's no law against that but I can get booked for letting her sit comfortably and safetly in a boat. Any nonswimmer, regardless of age should wear a PFD at any time in a small boat and my kids wore them constantly until they were competent around boats and water. We still grab them outif the conditions are not settled.
I tend to agree with the bar crossing regs though.
