Swan Boat Hire at Maroochydore have 14ft Center Consoles/Side Consoles for hire uses and im pretty sure they only have 15hp MAX motors to keep the hire boats from not going above 6 knots.. they are fitted with steering and a control box.. the motors are yamaha outboards.. so im sure that you can get small outboards fitted with steering and throttle controls

saw one (I think a Yammy) on a small tinny Sunday at Sundown Marine. Just caught my eye because the cables were connected "externally" - one to the 'standard' gear shift lever and the other to a second lever (I assume throttle) I guess there's not enough room in the small motors to fit all inside . Steering set-up looked fairly normal.
Why not use the 25? fairly simple to convert, goes faster too, also will the 15hp have the guts to lift the nose with your/extra weight forward when you find some rough water? less safe imho. nq
