VHF is the better option. Supposed to have better range, although this seems to be debateable.
Main thing is that you are more likely to have someone listening if you have to make an emergency call on ch16 as there is 24h watch on this station by port of Brisbane and some of the volunteer rescue associations (not many are 24 hr) and it is compulsory to monitor ch16 on all commercial vessels.
You do need a radio operators licence (MROCP or MROVCP) to legally operate VHF radio. You will get more info on this in some of the other replies.

If you are only going to have one radio go the vhf.
base model VHF's aren't all that more expensive than 27Meg sets, and there's always someone listening.

VHF has better clarity. You can generally run at 1 watt or 25 watts of power.
Pretty good positives.
I have just recently gone to VHF and will not turn on the 27 now unless someone specifically wants me to.

VHF mate is the way. Not only better clarity and slightly better range etc, but mandatory for all commercial vessels to monitor it.
Both if you have the room and budget, otherwise buy the VHF.
