always advicable to follow the correct sequence, if unavailable you should start at the centre and work toward the outside.
cente, left, right of centre, left of centre, right of centre etc and the same applies to top and bottom
centre, top, bottom, top bottom
so it may look like this
centre, left top, right bottom, left bottom, right top
bear in mind I dont know the stud pattern and this is only an example,
Always do a retension on head bolts
Aliminium heads need to be tetensioned when cold
Cast heads need to be retensioned when hot

GOod point. I did see water coming out of the pee hole beofre any fiddle was done (wiht old impellor). Is that a sign of correct vane orientation?

I would still go back to the start and look at the water pump.
You know a lot more about it now, and check each part for correct assembly. It will proberly save you a lot of time in the long run. Also put the hose up the water tube and see that water does flow the top of the motor

OK - Bottom leg off - again.
Ran water hose through bottom pipe in leg and tested for blockages - none - water flowed happily at bottom of both heads and out through pee hole.
Next steps?

RAT - the Cylinder Tightning Sequence shown in the picture - is this sequence the same for both heads (L/R)?

Re: steel housing that encapsulates the impellor vanes - this was tight. Is the impellor supposed to spin inside this steel hosuign or is the hosuign/impellor supposed to rotate as one?
WHen I rotate drive shaft with hand, the impellor has about 15 degrees slack before it 'catches' and rotates with shaft.. Is this normal?
And, when RAt was talking about rotating shaft CW - what reference is he referring to - looking down on shaft?

How does the water come through the pump anyway?
Smelly the housing is screwed down so shouldn't move the impellor spins within the housing. But 15 deg before it catches on the shaft, you might have a small wobble, but 15 deg sounds like the key is not in right.
But all the same once it locks up it wouldn't make any differance to it's pumping ability, unless the impellor is slipping, is that possible.
