The whiting we chase are the "Summer whiting" "Sand Whiting" : Sillago Ciliata

If you can find some yabby banks, you are half way to finding the whiting. Try to pump some yabbies in the waters edge as the tide is dropping, then pull back in to the channel that is just about always near by and fish those yabs in there.

The effect of pumping the yabbies as the tide is dropping will berley the area up a bit for you. Then by the time you have got your supply of yabbies the fish will be sitting near by waiting.

Time of day is not as important as the stage of the tide in my books. I do prefer a tide dropping from about an 6-9am high on very clear and hot days. We start pumping the bait about 2 hours after the turn, there is no rush if you know the bait banks support good numbers of yabbies. We then fish through to the bottom of the tide, casting our baits in near the banks and letting it wash back to the channel with the current. Minimal weight and long traces (70-80cm) seem to work well.

We seem to get most of our fish just before the low. Whether this is due to the fish being more concentrated due to lack of water, or the discolouration or what I am not sure.

Once the tide turns for the run in we generally head home.

Okayt ill be a tad different and say ta look for gutters or holes if any about in the river systems local to your area .
I used ta fish adjascent to yabby banks and shallow water close at hand and did okay till i was cruising over some gutters and holes in our local rivers with the missus and said to her " There's gotta be BIG mean whiting in them thar hills lol" whilst motoring over them . "Dont be nuts" she sez, and that was enough for me to just mosey back, drop a pick, rig up the rod (short flich stick) with a paternoster rig, peel a prawn and nip a piece off with me fingers and attatch to long shank hook and "Bloink!!!!" sent it to the bottom .
First coupla fish were a little embarrasin as they were small gruntin jew but the third and thereafter were some really nice big fat whiting which straight away wiped the off the wifes noggin......AND...if after whiting now i mainly fish the gutters and holes same way and if no whiting about at least i always have a Setup for grunter or Jew over the side just for a consolation prize lol.
Also find the ole Salmon ta occasionally have a cruise along these gutters lookin for the same game as we are and again, Live whiting over the side and .

PS...Forgot ta mention it be wise to add a small swivel about five foot up from your hook as with the run it helps preven your line and hook twisting around your main line preventing hook-ups.
Hook should only be about 6 to eight inches above the sinker too as ye ole whiting are mainly on the bottom .
Beggining and last run of each end of the tide and seem ta go off the chew at top and bottom of the run.
    Cheers
