Soft plastics are deadly on flatties - the majority of competitors in this year's Flathead Classic will be using them. Berkley Minnows and Mullets in 3" are great, Squidgy shads in 3-4" are also good - these are just a few that go well. Any decent brand plastic will catch flatties. And you are generally only throwing a few dollars of lure/jighead at a time, so it isn't that expensive (except for the fact SP's are addictive and you end up buying heaps!).
Go to your local tackle shop and ask for some advice - a good shop will sell you the right lures and jigheads, give you advice on technique, and even give you a few spots to try.

Soft plastic travey, dont bother trying to put a sinker on them. It will totally ruin the lures action and the lure will be rendered useless. Yes, it is very possible that the fish was caught within 15 feet of them. But it could have also been caught in a boat and taken to a sandflat or bank to take a photo though.
favourite hard body for flatties has got to be downunder boomerang in tropical frog colour. Plastic soft plastic would be either 3 inch berkley bass minnnow or chautrese double tail grub or size 4 squidgy fish in gary glitter.
