The easiest way that i find is:

    1. Have your pic open in Irfanview

    2. Click on "Image Tab" --> scroll down to "Resize/Resample"

    3. In the "Set New Size" box I select "cm" and then give either one a new measurement and if "Preserve aspect ratio" is checked the other measurement will change.

    4. For the DPI box I use "100"

    5. Hit the "Ok" button when done.

    6. Click on the "File Tab" choose "Save As"

    7. A new window opens. Down the botton there is a "Save as type" ---> look for JPG option and hit save.

When choosing "JPG or JPEG" you are given a quality setting. At "85" and a Height or Width of 15cm at 100 DPI the file size is usually about 50 -75 kb, very good size for e-mail and posting onto forums.
