wolf rock, green zone?

was reading the paper today and came accross a notice from the (god forbid) EPA. great sandy marine park zoning plan, comenced today. i went to the website, after a bit of mucking around, i found a map, wasn't reel clear though. but, it looks as if wolf rock and the other reefs surronding are now green? does some one know if this is correct?
