Re any type of hitch lock - if they are keen enough ..... they can just undo the 4 bolts on the hitch / brake piston & replace it with their own as most are a common size .

I guess with the advent of good battery operated tools, nearly anything is "removable" grinders, drills, saws, impact wrenches all carried in a single bag can make short work of almost any deterrent device, especially if you don't care how much damage you do.
Yer the worst thing tool makers did was to make a battery angle grinder,that made big bolt cutters obsolete,when its all said and done if someone wants something they will get it one way or another.
who needs brakes when your stealing something especially on smaller trailers or cable braked ones as the brakes will still work
just wrap the safety chains around your towball and drive off

Interesting concept Jack, once the big boat goes I would be keen for my next smaller boat. Only issue I have is how to install the lower pin into an existing driveway. Additionally is there a commercially available cap to put on the hole in the ground to stop debris etc accumulating while out, if longer than a day then replace the bollard but for a day trip worth covering.

A core drill will make a hole in an existing driveway easy enough, there is lots of commercially available inserts and bollards ready to go, (with covers) or you could manufacture your own custom size and bolt/chemset it into the concrete..

The pin at the bottom hanging outside of the pipe is to lock the base into the concrete.
Without some sort of protrusion the base could be lifted out of the concrete.
You would need to bore about 200mm diameter x 400 deep and set the base into the concrete.
