The water and any ethanol mix and settle out of the fuel making 2 distinct layers with the water/ethanol mix settling UNDER the fuel.
No amount of agitation with cause the water/ethanol to remix with the fuel.
If I owned a service station, I would expect a profit in the region of $600k pa. Staff hassles, huge turnover, all the heartache of running a business like that, it would want to be worth it!
