Fong on bay is probably an area you want to avoid if you want to avoid skiers etc - it is a popular ski area. That said, downfall creek and Kairi creek are on the opposite side of the same bit of water and so still gets the noise etc. . Back of Fong on might be an option - ie same camping area but other side of the point - with the lake down a bit it might be seeing less skiing at the moment and depending on what you are keen to do there are lots of backwaters nearby to poke around in.
School point always used to be a nice place to camp - we used to camp there all the time many many years ago ( skiing). Not sure how popular it is nowadays for skiing (there was talk ages ago of it being closed off to skiing- but I don't know if that eventuated) but it is further around the lake than downfall and Kairi creek. It's also a nice place to poke around in - eg in a kayak or tinny.
platypus bay another option - though closer to town and so fairly popular - gives easy access to the rocky banks near the dam though and good trolling at times.
time of year will be a factor as well - the colder it is the less skiing going on of course - though there will be someone going around somewhere on the lake if it's clear weather.
dam is down a fair bit at the moment 5.6m or thereabouts below the top of the dam so keep an eye out for timber - lots of it around in unpredictable places
