Is this missing a bolt

I went to get the boat ready for a trip in the bay and noticed a screw hole about the cav plate at the front. It is a Suzuki DF60AV.
I'm not sure if there is supposed to be a bolt of some sort in there. I have circled the area in question.
Any help would be appreciated.

Could it be part of a pitot tube clamp?
