    And that's why the question was asked, I know as the skipper I have the safety obligation and corresponding issues regarding liability and with insurance etc but at times I may want to carry 6 1/2 in what I deem suitable conditions and that the weight of total passengers will still be under the 450kg limit and wanted to know whether I risked being fined.

    Fair enough. You are probably right.

    We now are pretty clear that the capacity plate guide is a bit of a red herring when the boat already has an ABP on it.

    I agree that you are probably in safer territory if you stick below the total weight on the ABP, as you say.
    Note to self: Don't argue with an idiot. They will only bring you down to their level and beat you with experience....
