worth adding a foil?
So my 166 cruise craft has a 135 black-max hanging off the arse end as well as the battery and fuel, I'm planning on getting a fuel tank put up front to balance it a bit better but this won't happen until atlas February. So in the mean time its a bit of a rough ride through chop at lower speeds and i was thinking about if a foil might help with this issue.
will it make a noticeable difference to low speed lift or not really worth the money?

A foil will be the quickest and easiest option to try and will certainly generate lift but may increase fuel consumption due to drag. On some boats they work great, on others - not so much. I tried a couple on my Seafarer and while they both generated the required lift, one dropped the rpm enough with drag that I would have had to re-prop to achieve my WOT rpm. The other was ok but still dropped WOT rpm by a couple of hundred due to drag so I ended up taking it off and fitting trim tabs.
