FB signs

Ok, most of us have noticed a white sign on the river banks with a big FB on it.
I always thought they were commercial fishing boundaries signs.

Over the past decade I have also noticed these signs in closed to commercial fishing areas as well.

I have also noticed several commercial operators working well beyond these signs.

Exactly what are the FB signs?

If they are not commercial fishing boundary signs, do these signs impact on rec fishers in any way?
