something interesting i did witness there was the actions of a dive boat. There were about 5 or 6 boats anchored up on the reef with another boat doing drifts between us. At one point a dive boat pulled up near a cat(within 10 meters) that was anchored and put his dive flag up. No one moved and there were no war of words. Both just did their "thing".
After awhile the dive boat started to move in front of our boats with the snorkelers following the boat north a bit. I have always though boats need to be at least 30 meters away from a dive boat. Luckily he did not come within 30 meters of myself, but these snorkelers swam by a boat within 2 meters of it.
What are the correct procedures for dealing with a dive boat when this occurs, considering all boats were anchored up and drifting first.
