    Does this mean that Qld fisheries don't have the authority to fine people fishing in the new zones making them useless.

    Thats right, its not Qld Waters so they have no jurisdiction.

    You guys are looking at this the wrong way.

    To me, this is just a clear case of evidence that even the green researchers don't believe that the green zones offer any benefits, especially for pelagic fish (he was trolling).

    The headlines should really read:

    "WWF researcher condemns unnecessary no-fishing zones"
    Note to self: Don't argue with an idiot. They will only bring you down to their level and beat you with experience....

    Very interesting re the commonwealth waters thing.

    If true its open season on green zones.

    Why would Qld fisheries bother booking people if they have no power to fine and enforce those fines? They should just issue warnings and let the commonwealth sort out their mess themselves.

    yeah mate , dependent on the outcome of the "Court Fine" , as it does seem that on-the-spot fines are not allowed in this scenario.

    Be more interested in the actual outcome , and the relevant procedure required "to be prosecuted & fined" , as it also may reflect on any previous on-the-spot fines issued

    Yep Gazza you got it. MP and FQ can both enforce the law and book people for the Green Zone offences but as they are Federally administered zones, the details must then be passed onto the Feds who then issue the fine ie. no on-the spot fine. The bloke is simply a JCU employee so he wont be getting any favours- he has no pull whatsoever. Just a good podium for Newman to get a bit of point scoring off the federal government for dragging their heels getting the fine out.

    It would be interesting however if the state bodies had issued on the spot fines for this offence previously- definitely grounds for appeal.
