not sure what stain you mean, salt? paint problem? scum from water?
It's a chalky residue on the cav plate that looks like dried talc powder

Give a bit of CLR on a rag a try looks like it might be washing around from the ally there not sure

Mate the cause of this white stuff is actually salt that builds up in your motor leg and form a salt crust between the leg and the motor. I usually take my oiling off and fill the motor well with a mixture of salt away and water and let it brain away thus attack the salty crust that has built up in the leg of the outboard.

Looks like a bad case of Etec Creep going on there mate.
For Gods sake get rid of it before you start getting good fuel economy and regular breakdowns.
