Often the vehicles are perfectly capable of towing the load safely, its just the manufacturers whimp out and lower their towing capacity because mechanically they're worried they might cop warranty claims.
There is little you can do about it that would be cost effective, your likely looking at engineering assessmnet and blue plating to increase the capacity, which is a lot of loot for a 25 year old car. You should be able ot move it on for what you paid for it, always someone looking for a bush / beach basher of that vintage.
Probably the most expensive conversion would be to have a lazy axle fitted, making it a 6 wheeler. Google Creative Conversions who are in Brisbane. Up until recently some engineers would blue plate vehicles; e.g. my 2005 4.2TD Patrol now has a tow capacity of 4100kg and a GCM of 8000kg. I have heard this practice has been stopped by the authorities though, which is a shame as it was a relatively cheap excercise.

2601 Striper. Avatar is of my last boat which was 4.5t, the striper comes in at 3.4t with the single outboard.
And I spoke to some engineers for the blue plate, and no luck! Transport have squeezed this luxury out by the looks of things.
I have a 2012 Land Cruiser v8 turbo diesel as a work car which I use on the road, but I cannot touch it and it has cheese cutters which just doesnt suit, let alone a fraser trip
I read just recently, I think it was in the RACQ Road Ahead magazine this month that you are able to get the carrying capacity increased (upgraded suspension etc) but the towing capacity is effectively set in stone for the average vehicle.
As with everything there are ways and means around this with full ground up re-engineering and testing (torsion testing the chassis etc the same as if you were hand building your own car from scratch)
