Long time reader, first time posting...
Just looking to upgrade from my 3.7m 15hp tinnie to a decent half cabin boat.
I've found a nice half cabin that has a 2009 Mercury 115 EFI 4 stroke engine on it. Its got 20 hours on it and never been serviced.
I've always been a believer in servicing my outboard every year regardless of hours. Why do some people only service the outboard every 100 hours?
Should I stay clear of it? Anybody else had any problems with Mercury EFI?

No problems with mine so far and just recently done the 20hrs service, father in-laws 60hp EFI 4 stroke has now done 110hrs and hasn't missed a beat. First service for the Merc is at 20hrs then 100.
Mercury service schedule is 20 hrs or 3 months which ever comes first, for their first service. After that it is every 100 hr or 12 months which ever comes first. If you have a new Mercury under warranty be sure to stick to Mercury's service schedule.
Make sure you have the services performed at an authorised Mercury Dealer. This is important to keep your bonus 3 + 2 warranty program Mercury run. Take the time to make sure your servicing Mercury dealer inputs the service log details on Mercury's database. Remember to use genuine Mercury parts and lubricants during this period.
So it's about 3 years old and bugger all use or the hour meter is dodgy, I think you need to ask a lot of questions as to why it has so few hours and then need to determine based on the visual condition that it is all genuine. It should look as new with those hours.
You could insist that it be serviced as a condition of sale and have it checked over then by an authorised dealer's service mechanic.
It can be detrimental to have them sitting unused but it depends on the owners own care and maintenance.
Depends on asking price and soforth as well, but yeah it is reasonable to have it checked over by an experienced person before parting with your $$.
I bought a 20 odd year old Johnson outboard a few years back and it had never been serviced and 20 years since it had been started. I needed and new powerpack after a few hours of running but the motor was like new internally no corrosion, even the carbies were pristeen, water pump and impeller perfect too even though I replaced them. It was looked after and put into storage correctly with some sort of conditioner run into the motor so no worries. So 3 years should be a big problem so long as it's not abused or damaged.
I am embarrassed to say that our Yammy only had about 22 hours on it after 3 years... There are lots of reasons why that might happen...for us it was other commitments preventing fishing. (We've done 32 hours in the last 6 months so much happier now)

I also agree that that the motor should look new with that many hours,basic comp test and visual inspection will give you a good indication.

me too, weather and other commitments have turned our big boat into an expensive garden ornament. you could be onto a good thing, get it inspected and (if things look good) serviced by a mercury dealer and if it gets a clean bill of health negotiate with the seller to get the cost taken off the price.
i looked at a merc 40hp four stroke before xmas it was 4 years old 20hours on the meter and never serviced
i took it to a local merc dealer for a preinspection before paying and he couldnt get one of the gear box bolts out
he was the origional dealer who sold it to the old guy who never used it
told me stay clear as part of the impeller replacement they put antiseize grease on the gearbox bolts each time its off
a engine well serviced with with a few hours is a much better buy then something newer but neglected
