Dams would be classed as smooth waters? If they are no flares needed. So best to check what they are classed as.

All inland waters are classed as smooth waters, no flares are required.

No flares required. But it never hurts to carry extra gear.
as mentioned dams are classed as Smooth waters , but you should have more safety gear anyway on the big dams. I've been in a 3 foot swell on some dams when storms have blown up.

Thanks everyone, I was just checking as my young fella wanted to fish Teemburra. My flares have expiry date of this month and I didn't want to do the wrong thing and face a potential fine. Realized the expiry date pretty late and couldn't get replacements in time

I would be letting them rip if I was sinking out in the middle of a big dam. big swim home on some of them.
