If the proposed Fraser Island green zone becomes a reality, who's going to use the new facilities?

Rec fishing would have to be one of the top reasons to go to this area, and if a big chunk of productive fishing grounds are wiped out, it makes me wonder if it doesn't turn out to be a white elephant marina.
