Yes you are allowed to use frozen prawns, I use fresh shrimp caught by tossing my boat , anchor into the weed along the dam edge and dragging it back. To the bank and sorting through the weed on it to get live shrimp for bait, Be carefull not to throw your anchor to far into the weed or you will not be able pull it back and allways return the weed to the water along with any bait you do not need

I know a few blokes who do ok on yella on frozen prawns. Another one is frozen salt water yabbies (one armed bandits) which go very well on most dam species, but make sure they are well and truly dead.

Your bait has to be dead, or caught from the dam you are fishing. Rather than rip up the weeds with an anchor, you could buy a cheap shrimp trap and a small can of tuna based cat food. Just poke a few holes in the can.
