Use lots of grease and tar remover (Prepsol) before you intend on painting with anything. Boats especially often have a can of wd40 or some similar product sprayed on wiring, corrosion, fishing gear, pliers and anything else that's suffered from a watery environment. Not all of these sprays are easy to remove especially the silicone based ones.
As for the existing paint and how the new paint will stick to it.......that's a risk we all take when not rubbing back to bare all over. 90% of the time its not an issue......10% of the time it is......whats your track record like?
