You want some fun. Put on a SP and throw it at the barge ( wavebreak ), let it hit the side and drop into the water.

Late afternoon and early morning.
Further, walk the flats to the north of the jetty / ramp and toss pink poppas or if ya in the mood, fly fish this area for Goldens. Flathead will also take anything slipping past their nose.
This area fishes well all year round. Beware the XOS marchflys.
Me, I'd take one light and one heavy spin outfit. assorted slugs / lures/ sp's.

yeah, don't think I'd be silly enough to cast the net in that spot. Looks a fishy spot though with a bit more tide and in the dark.
Dont forget your squid lures as sometimes there are plenty under the lights at night. Some big cod also lurk under the jetty. Take some metal jigs as mackeral and tuna sometimes hang around the barge.
