    This is correct

If you currently do not exist on the NSW RTA computer they can not register anything into your name. I have had mates have to get 3rd party stat decs to state that their NSW holiday homes is a real address that they sleep at and that the boat trailer will be stored at and show attached bills and rates notice along with original passport ( they won't accept certified copies of anyything anymore) . If you don't have a NSW lic or existing relationship with the NSW RTA they won't deal with you. They will not accept a interstate lic etc etc as they can't look it up on their computer systems

It is a pain that we have state based organisations and they all have different rules and especially when they don't trust teh other states info.

You don't transfer the rego , you can't unless you have are a NSW resident.
If you buy the vehicle with the plates and rego it is legal to drive by anyone . It is still a legaly registered vehicle . So you drive it to where ever you want and then get it registered there, then you hand the plates back or send them to the original owner so he can get a refund.
If you bought from a dealer they will not give you the rego or plates if you don't have a driveres licence in that state .

As stated before I bought and sold cars interstate with the rego and plates but not from a dealer.

By the way you don't need to have a drivers licence to own and rego a motor vehicle but you must reside in that state.. My company does not have a drivers licence.

The companies lic is the certificate of incorporation and the proof now . Thye were at one stage asking for a valid resident as a contact like a company director as well.
