Iam going to go with a small shark attack aswell

It is definitely an estuarine creature attack but so far no cigar.
There is a further injury to the same limb which will probably give the game away so any more takers.

no lower teeth the shark was a mutated cross between a gummy shark and a river whaler ( lower jaw being gummy)
