    Funding of Recreational fishing in Queensland

    Included in the registration fee of every private pleasure vessel in Queensland is a fee component of $16.65 that is collected by Queensland Transport and remitted to Queensland Fisheries.

    This fee is called the PPV levy and was introduced many years ago following representations by the late Tom Burns MLA, former labour member for Wynnum who was a keen fisherman.

    The account into which this money is paid is administered by Queensland Fisheries and there is approx 227,000 boats paying the fee. If you do your sums the total is about $3.6 million dollars.

    The 2008/09 budget allocated the money under the following expenditure headings:
    • Fish stocking projects in coastal and inland waters
    • Establishment of recreational fishing areas
    • Improved research and monitoring of fish stocks
    • Upgrade surveillance and response by the Qld Boating and Fisheries Patrol
    • Improve pollution control. habitat protection and new fish habitat reserves
    • Establishment of a community fishcare program and new management methods to ensure sustainable fishing.
    At present the allocation of money to each of the above dot points is made by Queensland Fisheries. It would be nice to have a rep from Sunfish and Ecofishers Qld on the Fisheries finance committee when deciding to allocate the expenditure of the money.

    The proposed snapper monitoring program as recommended by the RRFF working group could be funded from the PPV levy by a reallocation of funds for 2010/2011 financial year without the need for any additional fee.

    If any additional fee is deemed necessary then a slight increase of $2 to $3 in the PPV levy would raise sufficient funds.

    Any attempt to have the present labour Government consider a General Recreational Fishing Licence is a complete waste of time.

    Lets try to improve the present PPV levy and if in the future a Liberal Government gains control and is favourable to a General Fishing Licence then the PPV levy should be discontinued.

    The RRFF working group will have a final meeting on Thursday 19 November so lets see what happens

    Barry, thanks for this.

    I would bring attention to 2 dot points.

    numbers 2 and 5.

    Number 2...... Establishment of recreational fishing areas... ? I am not too sure what this actually means. I though all areas not protected by some zoning are recreational fishing areas.

    Number 5....... I would have thought that pollution control and habitat protection would come under the EPA 's management ??

    Thanks again for your efforts on the RRFF working group and let's hope for a commonsense and favourable outcome on Nov 19.

    Yes Phill your are right. The actual amount of money spent on these two items is only small compared to the others. I will make enquiries next week at Fisheries.

    What is this with people wanting to pay more tax? Any fee is just a tax when you think about it and the system is so often ineffecient and bad at administration that money just vanishes. Once there is money there is empires to be built as people gravitate towards controlling that money.

    We all pay for fuel which has large road tax levies in it and out boats don't use the fuel on the road , we pay massive GST on boats and boat services - that is enough to do so many of the things people suggest a extra lic or fee could be used for . As for self funding - well when every other sport and recreation is self funding and supports industies like the marinas etc then I'll think about it. Just trying to add up with the $18 rego for my kids team how long it will take to repay teh council for teh 12 million spent on redoing the local sportsground??.

    We pay enough tax , no increases, just stremline the administration and waste in the current systems and get some more leverage on the millions we put into the general revenue coffers every day from road taxes on outboard fuel or better yeat remove the tax on outboard fuels.
