Yes that's easily achieved, the task isn't too big. However it could be handled easier by someone who has that impoundment nous. Me doing it will just be a bit longer in clarifying some things, still not a big deal.
Prior to putting it up for comment generally I'd suggest one person to put it together and a couple of people to act as sounding boards for the text and provide suitable pics etc. Once that team has got the bugs out post the draft as either a pdf if that's possible or just have it converted to a jpg, although in that case the resolution may be a bit vague.
As suggested earlier the initial run should be limited to a couple of hundred and a office printer to keep costs down but get the feel for the idea. Feedback will probably give you some changes to incorporated in terms of readability etc.
Once you have that shoot it to a printer and have the layout and printing done professionally. Funding for that will not be a problem I assure you provided there's been some volunteer work done to leverage it.
As for the team to put together the draft I'd suggest three people, mixed personalities and areas of interest to provide the widest possible suite of ideas.
