firstly, you mentioned that he has a 6 mil house, but he doesnt if he is the caretaker, the owner of the property could be completely innocent, and unaware of what is happening
secondly, i dont know if you have a leg to stand on as the law states that there must be a float attached with surname, and owners particulars on the pot

With the float thing. My pots have a float. It is attached just next to the half brick as I would hate to be a law breaker!!!. Just use my little grapnel anchor to retrieve. Hmmm I wonder if I am legal

Do what I do, get cheap breadboards from local $2 shop. Cut them up so they are about 5cm * 10cm pieces. Engrave your name deeply with a soldering iron, then drill holes around the edges that match your pot mesh size. Cut away the mesh and stich in the name plate you just made. Not an easy theft then, cause if they remove you name tag, they have a big hole in the pot. Sure they can fix it, but just makes it a little harder.
I also engrave the spacers between the 2 rings. I use crab'n'gear pots so the spacers are aluminum bar. Easy to engrave. I have never had a pot stolen.
Do all that and then call the cops. You pots will be easily identified.
