No you don't need an epirb in the bay.
From memory, you need to be 2 nautical miles offshore, or away from land before you need to have an epirb.

the only time an epirb is required by law is 2nm beyond partialy smooth waters, this extends from the tip of bribie to the cape, once beyond that 2nm limit is is required, same as of the coast once past that 2nm it is needed, but would highly reccomend for anyone on the bay as if you get into trouble you would want to know that you have it, is $450 worth your life and your crews??? the bay is a big place and if it happens quickly no mobile or radio is going to help. cheers Lee
best to have one anyway, whether it is a mandatory requirement or not.
