You might get some now around the edges of pontoons and bouys in harbours and marinas. The weed called 'cabbage' by luderick fishermen doesn't grow well in Qld until the weather gets cold. Given the forecast for some cold mornings next week that could start some growing. From mid-winter you can usually find some on the rocks fronting the Redcliffe peninsula if you live on the north side.

However note this section of the Qld Fisheries Regulations
"All marine plants are protected under Queensland law through provisions of the Fisheries Act 1994. The destruction, damage or disturbance of marine plants without prior approval from the Department of Primary Industries and Fisheries (DPI&F) is prohibited.
Heavy penalties apply to any unauthorised disturbances that impact on marine plants. Protection also applies to all marine plants, no matter where they grow (i.e. on all private and public lands).

The cabbage used for luderick fishing is a marine alga (Ulva species) and therefore you could be subject to 'heavy penalties' for collecting a bit of bait. I think this needs clarifying by the authorities.
