AFAIK yes and your boat has to be in survey to take x number of passengers.

In addition to what UDLman mentioned I believe you also need a Permit from Fisheries to be a commercial operator.

The thing you will need the most is thick skin.
and a Coxswain Level provided by Marine Safety Queensland Which will require you to have 365 days of seatime usually on a commercial vessel not a fishing vessel
The first thing you need to do once you have your seatime you must have it accessed by MSQ and once the sea time is approved you can do your tafe course to do the Coxswains Certificate which includes Saftery at sea etc.
You will also need a First Aid Course that will be updated annually and a Radio operator certificte or licence. these can be done before externally to the tafe course.
the radio can be done with your local Marine rescue organisation and you first aid can be done almost any where.
you also need to have a complete eye test that includes colour testing and you will do a aural test. It is a very extensive health check they need and you will need to contact the marine college in Bundaberg to find out the detail.
I would sugget doing the coures in Bundaberg i have heard they are pretty tough elsewhere.
If you do your course last after you have achieved your medical,radio, first aid and have your seatime accesment you can go and sit your oral examination with a MSQ officer at your local branch. the idea of doing it straight after your course is to do it while its fresh in your head

USAGE
A Certificate of Competency as Coxswain (Restricted) entitles the holder to take charge of commercial and fishing ships less than 12 metres in length within specified areas of smooth and partially smooth waters and pilotage areas.
It is a dual deck and engineering certificate. Coxswain (Restricted) Certificates can be endorsed or limited depending on the service, experience and requirements of the candidate. Coxswain (Restricted) Certificates can also be limited to ships with outboard engines only if the candidate so desires. Further endorsements for other areas of smooth and partially smooth waters and pilotage areas can be added to these Certificates. Coxswain (Restricted) tickets may not be recognised between States.
TRAINING
To be eligible for the issue by a Maritime Authority of a Certificate of Competency as a Coxswain, the candidate must have succesfully completed an approved training program or course.Important Notice:
As from 1 July 2008, completion of Certificate II requires candidates to have tasks for each unit signed off by a qualified commercial master in the workplace. To achieve this it is essential that candidates are either in the industry or able to obtain at least part time casual work on a commercial or fishing vessel during their studies; and completion must be achieved within 18 months of enrolment.

TDM ME5 07B - Marine Radio Operator's Certificate of Proficiency
Elements of Shipboard Safety incorporating;

• TDM MF11 07B - Survive at sea in the event of vessel abandonment
• TDM MF54 07A - Observe safety and emergency procedures on a coastal vessel
• TDM MF55 07A - Fight and extinguish fires onboard a coastal vessel

Nautical Knowledge (Coxswain) incorporating;

• TDM MB45 07A - Monitor condition and seaworthiness of a small vessel
• TDM MC7 07C - Apply seamanship skills and techniques when operating a small commercial vessel
• TDM MC9 07C - Manoeuvre a commercial vessel less than 12 metres in length within inshore limits
• TDM ME11 07A - Contribute to effective communications and teamwork
• TDM MF32 07C - Apply domestic regulations when operating a small vessel
• TDM MH12 07B - Plan and navigate a short voyage within inshore limits
• TDM MR54 07B - Carry out re-fuelling and fuel transfer operations

Statements of Attainment attesting to the satisfactory completion of a competency based training program which includes the above units will meet Maritime Authority requirements..

To be eligible in general terms for the issue by a Maritime Authority of a Certificate of Competency as a Restricted Coxswain upon completion of training, the candidate must;

• provide two recent (within one year) colour passport photographs;
• provide a recent (within one year) character reference;
• pay the prescribed fees;
• pass an examination conducted by the Maritime Authority..
