Stowing rods for travel in MNP

I am perusing the Free User Guide to Moreton Bay Marine Park and noticed that If I leave from Manly and scoot across to the South Passage Bar that I will enter a MNP which means that "All equipment to conduct fishing must be stowed in board the vessel and completely out of the water."
I would normally just have the rods in the overhead rocket launcher and/or in the lower rod holders at the floor plus they could also be in the rod holders in the gunnels.
Does this now mean that I have to have them on the floor or stowed in the cabin or can I read it as saying that they have to be completely out of the water and they can still be in the rod holders anywhere?

    Cheers
    Chris

I would think common sense would prevail. As long as the lines werent out you would be ok. Though Im sure there are some on here that would call point of law....and debate the pedantics of what constitutes 'stowed'. FFS if your traversing a green zone and the rods are in the rod holders, with the leader clips void of terminal rigs....or even if the terminals are attached, but hooked into the reel seat/guide etc. then that would constitute that you were NOT fishing. If the powers that be want to prosecute for that tecnicality....then its time for us fishos to take up arms.

sleepygreg's right. You can have as many rods rigged as you like, as long as the terminal tackle is secured in a guide, reel seat etc. In rod holders if fine, as rod holders are a stowage mthod for travel, as are rocket launchers, lockers, etc

The regs are pretty clear, and there has been some discussion about this not long ago.

    Clear of the water
    Inboard
    stowed.

I for one would not be leaving rods in rod holders that allowed the rod to hang out over the stern or over the side......the rocket launchers should be fine.

    cheers
Its the details, those little details, that make the difference.
