I have old fuel in my tank and access to where you fill the tank is just a matter of lifting the carpeted sextion to find where you fuel up.
What sort of pump would do this.

Another thing that will create a stirr is when i talk about draining my tank is most comments up here do not believe in this problem of fuel going off quickly.
A Lot of boaties up here which is Nth Qld do not worry about fuel being 4 months old they just top it up with fresh fuel.
I will not risk it but they seem to get away with it and i am not just talking about a few but most of them up here.
So it has really got me buggered about this old fuel business.
Perhaps they use a fuel treatment also like fuel conditioner or fuel doctor? That helps preserve the fuel and make it last longer... Thewn when you top up, you get a good mix of fresh gas to add to it and it all blends back together into a useable fuel supply?
As for draining tank, you could stick a clear tube down in the tank, have another tank or container to empty into at a lower level outside the boat, then suck on the tube and get your mouth off it before the fuel comes through and use the old gravity/suction principal (or whatever it is called)
I once drained a full 160L tank by pulling up the access hatch, pulling off the engine supply fuel hose and fitting a longer, same size hose to it and running it through the bung hole into tanks on the ground. I lifted the bow with the jockey wheel to make sure the fuel went to the back, and I lifted the tank at the bow end once it was empty enough that I could lift it. Gravity did the whole hob and it was simple.
Fuel age to me depends on the engine you use. If you have a latest technology HPDI (do you still have the Cruise Craft?) or four stroke type engine i'd be concerned about it, but if you have a basic carby or EFI engine I wouldn't be too concerned.
I am not a mechanic however, so don't take it as gospel. Maybe PM Spaniard King, he is an outboard mechanic.
