It's the black bit in a flo torq hub, used in place of the rubber bush in traditional hubs. yes it will be a part that you will use but first you will need the adaptor which slots inside. This entire adaptor (kit) will be unique to your engine.
They cost around $100 from merc or a another seller.
Do a google on flo torq.

Having just done exactly what you're doing I can offer some assistance I hope.
As FNQ said, the Merc prop system comprises 2 parts - the black plastic sleeve that goes into the prop first, then the metal splined sleeve - to suit whichever motor its going onto.
The good news for us Tohatsu owners is that Tohatsu props (at least on my 90 TLDI anyway!!) uses the same system. The plastic insert is a bit different shape but is keyed the same.
When I took the Tohatsu prop off my motor, I found that the thrust washer was stuck on the back, and had to gently knock it off from the other end. This revealed (amongst a lot of grease) the plastic sleeve which was tapered at this end.
From that same end you can then gently (I used a soft brass dolly) insert a dolly to knock the metal splined sleeve out - mine was about half the length of the prop so had to put the dolly down inside the plastic sleeve until it touched metal, then gently but firmly knocked it out too.
Cleaned it all up and removed excessive grease, regreased with fresh marine grease.
So for me to fit the Vengeance was as follows:
First put the plastic sleeve in that came with the Vengeance prop. It will only go one way easily (and I'm pretty sure the way you've got it sitting in the pic is the wrong way around). I just tapped gently to get it all the way in and seated properly.
Then, from the other end, I slid the metal splined insert from my Tohatsu in.
Then assembly onto the motor went as follows:
I put the Tohatsu's thrust washer back onto the prop shaft, then slid the prop on, fitted the washer then nut and tightened it all up, last thing is the split ring.
Done! Hope this helps.

Ahh makes sense, its for sale in a second hand joint!
Would the fact that its been put in back to front have caused any damage to either it or the prop?
It (the prop) also has a what appears to be some fine pitting on on edge where that edge meets the hub. Hope that makes sense. The owner / sellers is saying its from grease but I'm not sure. As previously mentioned am a bit of a novice with these things. The marks have been caused by something liquid / fluid running down from the front of the hub to the rear. as you can see the mark, much like u so when water leaves markes when running down an object. Hope I've decribed it properly

Dont think so - probably not used that way, just how it was left in the shop?
I just made sue that I put the plastic insert into the Vengeance prop the same way as the insert was in the Tohatsu prop. Figured I couldn't go too far wrong that way! It went in fine and performed well in the subsequent water test so reckon that its right!
Don't know about the pitting.
Have you got a local place that repairs/rebushes props? If so give them a look at it and see what they say. I'm dropping my Vengeance into the one at Southport (Qld) next week for a "tidy up" to remove a few marks, balance etc and to get the blades cupped a little, will then be good as new.
