    In theory correct, but there can be some confusion when you can only see a white light. For example a single white light can mean you are either looking at an anchored vessel, OR a power vessel from behind that is moving away, OR a sailing vessel from behind. The good news is that the other vessel is either anchored or moving away from you and therefore is not a threat to your vessel.

    Unless you are less than 7m and less than 7 knots - only one white light underway - but I'm going to put red/green as well.
