Gday jaredluke you don't need to spend much to get started if your handy on the tools.
First you'll need a rod lathe which can be some V blocks or rollers. There's some pics here of some lathes.http://www.ausfish.com.au/vforum/sho...ight=rod+lathe or google rod lathe.
Rod blanks- depending what your going to make and quality will determine $ pick a price $20 - $200+
Reel seats start from under $10
Grips start from under $5 cork or duralon
Guides start at under $2
Then you'll need thread, CP color preserver, resin, 5 and 24hr arldite.

How do keep tension on the threads while wrapping?
I have my binding thread tensioned through my fingers

The other hint I was told to do is to put the spool of thread in a cup on it's side not on it's end so the thread doesn't twist .
