i have used this ramp once, but i can tell you that it is a public ramp, single lane, at the end of a deadend street, street parking only, opposite a caravan park, ramp itself is very slippery, and drops off into reasonably deep water in between a series of quite large( and expensive) comercial boats, with not a lot of room for error on a quick moving tide, no pontoon or tie up point either.
other than that, its a great ramp. i went there to launch my tinnie with the family to view the kitty hawk aircraft carrier when it was in town. there were 3 or 4 other trailers parked and not a lot of room for much else!

If you mean the little single lane one that accesses aquarium passage next to the caravan park, yeah its a public ramp, parking is along the side of the street, no designated parking. had no problems with car safety etc. At low tide it gets a bit muddy, sometimes people fish from the ramp... fairly easy to use, no pontoons just a muddy/rocky bank next to the ramp. 6 knots in the passage around all the moored boats. Hope this helps.
