Can you manually push the solenoid valve in and out on the govenor? sometimes they can get "binds" in them causing them to stick in one spot.

I had to adjust the governor on me Honda lawn mower a while ago, when the throttle cable slipped.
I loosened of everything and let the springs re adjust themselves on the throttle cable clamp, so the butterfly was fully closed on idle. (then tightened the cable clamp) Then made sure the butterfly opened all the way up with full throttle. (then tightened fully).
Then adjusted the choke eg fully closed when it should be and fully open when running, same thing let the normal tension of the spring set up on the governor determine when you tighten up the cable after checking the butterfly fully open or closed.
Tightened everything up and all up all seems well now.
Now the neighbours does it and he plays with it ever time he mows the lawn.
But he tells me he's a mechanic and knows what he's doing, wish he did then we wouldn't have to listen to his lawn mower surging.

Mate, I a bush mechanic be, but have had a similar problem with an air filter clogged big time. Clean the filter and see what happens.

i just bought a honda eu10i from the generator place at browns plains! there a honda dealer and repairer!
