Get a compression test and ensure both cylinders are similar.
If so,
replace spark plugs
tip out the old fuel (good weed killer), purge the fuel line dry
top up with the correct 50:1 mixture of fresh fuel
Give it a go now

hey fellas and chicks, i am a bit annoyed, becuase i have had my evinrude 15 hp just serviced and it takes around 15 - 20 mins worth of trying to start it, its 18 years old, but should this happen?

Sounds like a poor choke problem. Have you got the correct method to start it??

Shouldnt happen. The 15hp johnson I have is 22 years old and she kicks over with a couple pulls from cold. Usually just pull choke lever out all the way. Pull 2-3 times until she starts to turn over... If it turns over and roars to life with choke still out, push it back in straight away. If it just turns over and cuts again, push choke in, and then another pull should have it going.
Also, I ad a few issues with the motor when I first received it. It ran a bit rough and was occassionally hard to start, and died occassionally when bringing back to idle. Found out the fuel line sucking fuel up from the tank was broekn and was constantly coming off. Switched fitting to my smaller fuel tank, primed the lines properly and she ran great, so check fuel lines and ensure a good fuel supply too.
