Do you mean on the pivot tube, the left and right turning point?, if so these rust out and no longer contain the lower apparatus that houses one side of the lower engine mounts solidly, which in turn no longer mounts the outboard leg and it will wobble etc.
To replace one of these pivot tubes means a full engine strip down and is very often terminal on old engines as the cost and difficulties dealing with broken and siezed parts and their resultant need for replacement becomes very costly, it's the very worst job a person can consider doing on an outboard with any age IMO.
If it is an engine mount only a wrecker or even new may find you back on the water but it a difficult area to work on at times and one of the few instances I would not buy the new parts until I had the old ones out.

Ouch! Don't Look Good! Maybe look for a reasonable bottom end (leg) from a wrecker and change powerheads if yours is a goer. proberly the cheapest option.
Yeah it looks like the pivot/swivel tube has rusted through, the part in you photo might be one of the seals or a washer used with it, the actual pivot tube is the diameter of the inner portion and would fit within.
Price could be in the high Hundreds if you did it yourself and replaced only the most degraded parts, to double or more again with all parts that should be replaced...replaced, to double yet again if corrosion under the powerhead/tilt tube, exhaust/midsection is bad, suspect there may be another engine in your future as my very rough estimate contains no labour either which would be very substantial in cost.
The easiest way out is to find another identical or a couple even and see if you can make one good one or to buy another newer engine, which if I were in your shoes would consider highly likely, unless you enjoy doing stuff like that.

I do enjoy doing these things. This is simply a motor I would like to get running on the water. I am not fussed about it lasting too long as I do plan on getting a newer motor.
Can this be a wreckers job at all? What parts do I require? If I do it myself and only source parts, why is it high hundreds?(I assume your talking $xxx towards the thousand??)

Ok if it is a keeper and you like this stuff then ring every wreckers in OZ for a replacement midsection, use your powerhead and leg if both are OK, use whatever sundrys from your engine that are ok also like tilt, still you are up for a lot of time and some added cost to get it on the water for example can you link and sync and time an outboard? Anyone can learn this stuff it's pretty basic if you have the will.
There are a few ways to attack the project but each will be based on what you have got in front of you because of the age of the engine so advice on how where to start and what to pull is hard to give -unless you were planing on building it right up to near new again.
So yes it can be a 90% wrecker job and it can be a siera gasket and aftermarket electrical job also, each will save you money and can be good when appropriate.
I have a list of very many of the wreckers around the country if you would like it pm your email, give me a couple of days though.

Mate i think that ABC outboard wrecker's in Darwin had a couple of those ol'girl's it would'nt hurt to give em a ring there's not much call for them up there anymore so mayb they will be cheap with a bit of luck.Dan........
Outboard mechanic quoted me in the 500's for it to be fixed, and the wreckers quoted me $360 for a complete mid section.
$360 is not bad, however, I may take it apart beforehand just to see exactly what its missing/rusted/broken.

could be just the circlip has dropped off and the lower housing has dropped allowing the collet to fall out... can you see the circlip under the lower housing???
You could be lucky with this!!
If the pivot tube needs repalcing. once the gearbox and shift rod has been removed simply support the engine by lifting crane undo the top "nuts" on the pivot tube and undo the bottom mounts.. swing the engine out of the way as far as needed to work on... drop circlip off the underside of the bottom bracket and pull the tube out.. replace whats needed and re-assemble
Having said that it's a 1982 model so things will not undo easilly

If it's only $500 or so i'd be getting the mechanic to do it. Save yourself the drama for the couple of hundred differance. as Spaniard says its not going to come apart easy!
Well i will put it in with the mechanic and pray for the best. He said about 4 to 5 hours labor, so thats not too bad I suppose.
