What do people do when fishing off the rocks when you want to have one rod bait-soaking and still allow you to spin with another one?
Are there any gadgets that I can make so that the bait rod can sit in a rod holder of some sort while I'm on the rocks?

I have in the past just used an older rod on the rocks, and wedge it in a gap. I'm sure you could make up a big metal spike or something that will do the trick.
I always carry a couple of different rod holders and a roll of vinyl tape in the 4by (sand and boat) if there's a likelihood of a fish when I'm out for the day with the family. I have a metal sand spike holder that fits nicely between gaps in rocks and even the 8 buck plastic rod holders for boats, can be strapped with tape to a suitable rock.
Another way is to have one of those holders in the pic taped to the outside of a large bucket. Use the bucket to carry bits of gear then when you find your pitch, take out the gear and you can fill the bucket with water to stabilise it.

I just wedge my rods in a crack in the rocks. You'd want to suspend your bait in midwater whilst doing this. It sounds as though, from previous posts, you will be bringing enough tackle around to start a shop. After a 6 km walk, your shoulders will ache like hell. pack lighty. I found out the hard way.
