I have a little merc 25 on the tinny.It goes all right and I think I have seen them on special lately in Brissy for about 2 grand.

2k for a 25 merc?? thats a steal!!
Seriously though, regarding the little engines, they're all basically as good as each other.
Only considerations would be ease of use (like mercurys one handed trim/stop/gears/throttle and steering setup) or maybe warranty or even displacement/no. of cylinders and induction on each.

if you can tell me the place that is sellin merc 25hp for about 2 grand ill be there next week. that is a steal price.
im in the same situation at the moment and im leaning towards the 2 stroke 25hp tohatsu. they are about 2300-2400 new and the same exact motor as the 30hp just with a restrictor plate. they have got quite a reputation of being very reliable too.
